This is an actual quote by Rumsfeld, today:
"Are more terrorists being created in the world? We don't know. The world doesn't know," said Rumsfeld, adding that there are no good ways to measure "The world doesn't know. There aren't good ways to measure how many terrorists are being trained at camps around the world."

Hey Rummy, don't you read your own Intelligence Reports?. That report says that terrorists "are increasing in both number and geographic dispersion." It says that a continuation of that trend would lead "to increasing attacks worldwide" and that "the underlying factors fueling the spread of the movement outweigh its vulnerabilities."
Oh, yes, he does. But he says that the value of intelligence reports can be uneven, and "sometimes it's just flat wrong." (See the Forbes article)
Great. Why do we need intelligence reports - I'm sure they're expensive - when Rumsfeld already knows everything already?
